COURSE DETAILS

SCOPE

A mariner who successfully completes this course within 1 year of application will satisfy the professional examination requirements for a national officer endorsement as OUPV near coastal, inland, or Great Lakes and inland as defined in 46 CFR 11.467.

The OUPV Course is designed to provide the student with the fundamental knowledge and performance skills necessary to accomplish the following:

  1. Operate a vessel safely in accordance with the International and Inland Rules of the Road
  2. Navigate a vessel in a manner such that the Operator knows where the vessel is, where the vessel will be at a given time, and understands navigational hazards associated with the trip
  3. Have an understanding of the Rules and Regulations pertaining to the operation of Uninspected Passenger Vessels
  4. Be able to react quickly and decisively in an emergency that threatens the passengers, crew, or vessel

This course will cover all topics on Coast Guard exam modules for an endorsement as Operator of Uninspected Passenger Vessels (OUPV) near coastal. Students who successfully complete this course will have demonstrated a comprehensive knowledge of the applicable regulations and operational procedures necessary to safely and effectively operate an uninspected passenger vessel.

The goal and learning objective is to ensure the student, upon successful completion of the course, will be able to operate an uninspected passenger vessel, including taking responsibility for the safety of the vessel and passengers. The student will be aware of obligations under Coast Guard regulations concerning safety and protection of the marine environment and be able to take practical measures necessary to meet those obligations.

In order to successfully complete this course, each candidate must be present for the entirety of the course and obtain not less than the listed grade percentages on the following course exams:

  • Rules of the Road – 90%
  • Chart Plot – 90%
  • Deck General – 70%
  • Navigation General – 70%

A course completion certificate will not be issued if the course requirements are not completed in full.

NOTE: Course exams are NOT included in the class schedule and must be scheduled separately with our staff after the completion of the course. Per U.S. Coast Guard regulations, all exams must be taken within 30 days of completing the course lectures. Failure to meet this requirement will result in the need to retake the course.

Completion of the course is one part of achieving your OUPV license. We are aware that the licensing process can be overwhelming, and are happy to provide guidance along the way. Below are some additional things that need to be done in order to obtain your Merchant Mariner Credential outside of our program. 
 
        1.   TWIC Card – Fingerprint and background check. Google Identogo and search for a location near you.
        2.   First Aid & CPR Course – We offer the course but you can also take a Red Cross or American Heart Association (as long as you make sure the course is USCG approved)
        3.   Physical and Drug test – Basically a DOT physical, but needs to be done on USCG forms.
        4.   Pay.gov – Fees that need to be paid in order to get your Merchant Mariner Credential from the USCG.
PREREQUISITES

Has met pre-requisite sea time requirements and requirements according to 46 CFR 11.467

Any applicant who has successfully completed this course and presents this certificate of training within one year of completion of training, will satisfy the examination requirements of 46 CFR 11.201(j)(1) for original issuance, 46 CFR 10.227(1) (iii) for renewal, and 46 CFR 10.227(i)(1) for reissuance of a merchant mariner endorsement as Operator of Uninspected Passenger Vessels (OUPV) Upon Near Coastal, or Great Lakes and Inland, or Inland Waters. This course completion certificate issued upon successful completion of this course is valid for one application which results in the issuance of an endorsement(s) and may not be used for future application transactions.
